should steering box adjustment on a 1302s be done with the wheels on/off the ground?

You never really wanna dry turn tires. It puts them out of alignment, wears tread unevenly, and puts undo stress on the components.

My book says jack the front end up... you check the slop in the wheel before jacking it up. but when you do the adjustment jack the car up.

Free play in the front wheel shouldn't be zero. You need a bit of free play in both the steering wheel and brake pedals for obvious reasons. For those that don't pick up on it, you want the brakes to be fully retracted when your foot is off of the pedal. Hince the free play in the brake pedal. As for the steering, if it was 0 free play, then you would wind up overcorrecting much of the time.
