My '72 Super has a heavy feeling when driving.  It's unresponsive over bumpy roads and doesn't have an agile feel.  The back end also seems to sit too low.  Can this be remedied (new shocks or other suspension parts) or is it normal for the Super Beetle?

how old are the shocks? if they have been on there for a long time , it is possible that they are binding or freezing up . they are a simple and cheep fix .

Torsions could be wearing out too, that would cause the bottom to be saggy. What kind of rear shocks you running? They could be so weak as to not be providing any help to the car, which would also show as a low back end.
